Carriers have been proposed to introduce a “cooling-off period” when buying non-refundable tickets

The Russian Ministry of Transport has sent a request to Russian Railways and the Association of Air Transport Operators (AEVT) to assess the Passengers' Union's proposal concerning the introduction of a “cooling-off period” for changes to train and airplane tickets. This was reported by a number of industry sources.

The initiative, with which the Passengers' Union appealed to the State Duma and the government apparatus, was confirmed by the chairman of the organization Kirill Yankov. He noted that the essence of the proposal is the possibility of making free changes to passenger data, date or direction of the ticket within a short time after its purchase. Yankov emphasized that the relevance of this proposal is growing against the background of the growing number of passengers buying tickets independently without intermediaries. The initiative is based on the practice of “cooling off period”, widely used in lending and insurance.

According to the Passengers' Union, no more than 2-3% of users make mistakes when buying tickets. Yankov said that introducing the ability to correct errors on this scale would not have a significant impact on the carriers' economics. He also added that airlines profit from passengers' mistake when reissuing tickets for a different date or route, but this is not a good practice.

In response to the initiative, Russian Railways said it would not comment on the proposal, but reminded that the possibility of reissuing tickets exists when there is a difference in price. In the case of more than two errors in the ticket, the passenger will need to go to the ticket office for re-issue and pay a fee of 222.7 rubles, according to “Kommersant”.
