The explanatory note to the bill states that subsidies for the purchase of vital and essential medicines will be available to citizens if their expenditure on these medicines exceeds 10% of their total income, including labor, entrepreneurial and other activities.
The exception will be cases when the average per capita family income or personal income of a citizen is 3 times higher than the established subsistence minimum in the relevant region of the Russian Federation. The explanatory note was familiarized with “Izvestia”,
The bill strengthens social protection of Russians with incomes below the subsistence minimum. For this category of the population, the maximum allowable share of expenses is reduced depending on the correction factor. It is equal to the ratio of income to the subsistence minimum. This guarantees a fairer and more proportional reduction of the financial burden for the most needy.
Sergei Mironov emphasized that this initiative is proposed to be financed from the federal budget. This is due to the acute shortage of funds in many regions, which will not be able to withstand the additional financial burden.
The deputy also drew attention to the fact that more than 12 million people live below the poverty line in Russia. At the same time there is a constant rise in prices.
